Travel Advisory: COVID-19 virus on 27 April 2021
Closure of Certain Establishments and Mandatory Mask Wearing in Bangkok
To contain and prevent the accelerating rate of COVID-19 infection in Bangkok, the Bangkok Metropolitan Administration (BMA) issued an order that makes mask wearing mandatory when leaving the residence as well as temporary closure of certain venues and establishments. Other MICE-related disease control measures as established by the government are also enforced. The details are as follows:
2.1 Exhibition halls, trade fair centres and convention centres
2.2 Establishments providing meeting rooms, function rooms, banquet venues or similar venues
2.3 Cinemas, performance theaters
2.4 Performance venues or any spots where activities for public show are organised
2.5 Museums, learning centres, science for education centres, science parks, science and culture centers, historical sites, archaeological sites and art centres
2.6 Venues for competition of all kinds
2.7 Every type of sport venues, both indoor and outdoor, golf courses, golf driving ranges, pools for sporting purposes or reservoirs for water activities (except use for assistance or relief purposes or use by governmental sector or use for public good with the authorisation from the Bangkok Governor)
2.8 Public parks, botanical gardens, flower gardens
3.1 Activities with high risk of transmission, such as meetings, conventions, seminars, banquets, and food distribution, camping, filming, TV program production, religious activities, friend/family visits can be organised for the maximum of 20 attendance. In case of over 20 but not exceeding 1,000, organisers must request permission and submit event plan and disease control measures to district administration office prior the event. In case of over 1,000 participants, organisers must request permission from Department of Health of Bangkok Metropolitan Administration (BMA) and submit a disease control execution plan prior the event. The exception is activities organised by government bodies or held in quarantine zone where disease control measures are executed.
3.2 Department stores, shopping malls, community malls, or similar establishments must operate only until 21:00 hrs. with a limited number of visitors. No promotional activities are allowed. Game arcades and amusement parks must be closed. Disease prevention measures as attached in BMA announcement (number 25) on the temporary closure of establishments must be executed.
3.3 Restaurants, food outlets can serve food and beverages until 21:00 hrs. and provide takeaways until 23:00 hrs. Alcohol beverage consumption is prohibited. Limited seating must be arranged and disease prevention measures as attached in BMA announcement (number 25) on the temporary closure of establishments must be executed.
4.1 Temperature screening or respiratory symptoms screening
4.2 Always wear surgical masks or fabric masks
4.3 Arrange 1-meter social distancing and limit the number of people staying to avoid overcrowding
4.4 Hand-washing stations with soap, alcohol gel or disinfectants
4.5 Frequently clean the surface areas before, during and after any activities
4.6 Separate meal for each individual
4.7 Registration both before and after entering the establishments
Violators are subject to the penalty according to Article 52 of the Communicable Disease Act, B.E. 2558, resulting in a maximum one-year imprisonment, or a maximum fine of 100,000 baht, or both.
They are also subject to Article 18 of the Emergency Decree on Public Administration, B.E. 2548, resulting in a maximum two-year imprisonment, or a maximum fine of 40,000 baht, or both.
Due to an emergency affair, any rights to dispute this announcement is not permitted, according to Article 30, paragraph 2 (1) of the Administrative Procedure Act, B.E. 2539
